Here's an interesting pamphlet issued by the U.S. Department of Labor in 1936.
It contrasts the plight of Tiny Tim from Scrooge's day with the then-modern children who were similarly afflicted (using a now out-of-date but not-meant-to-be-offensive then term).

The rest goes on as you'd expect, but drops the Scrooge motif.
I do like the snappy little recap of "A Christmas Carol" that serves as the foreward!
